英國最新簽證政策變動詳解（2025–2026）
英國政府在《恢復對移民制度的控制》白皮書中公布的最新移民改革，標誌著移民在英國生活、工作及定居方式將出現重大轉變。政府表示，這些改革的主要目標是降低淨移民人數，並透過數碼身分核查與授權，全面推動移民制度電子化。 重要提示（適用於香港 BN(O) 簽證持有人）：建議將永久居留（Indefinite Leave to Remain, ILR）的一般申請年期由 5 年延長至 10 年的安排，並不適用於香港 BN(O) 簽證途徑。BN(O) 簽證持有人仍可按照現行政策，循既有路徑申請永久居留及入籍，而在目前建議下，BN(O) 路線並無任何改動。 以下為 2025 至 2026 年期間預計實施的英國主要簽證政策變動重點。 1. 永久居留（ILR）制度改革 居留年期延長建議將多個簽證類別（包括技術工人簽證）的永久居留申請年期，由現時的 5 年延長至 10 年。 「按表現取得居留」模式（2026 年起）未來永久居留的時間表可能與薪酬水平掛鈎。高收入人士（年薪超過 £50,270）或可於 5 年後申請永久居留，其餘申請人則可能需要等候更長時間。 公共福利使用限制即使成功取得永久居留，部分移民在使用公共福利方面仍可能受到限制，全面福利權利或只保留予英國公民。 2. 技術工人及工作簽證變動 可擔保職位收緊由 2025 年 7 月 22 日起，約 120 個中等技術職位已被移出擔保清單，僱主擔保將主要限於學位程度的職位。 英語要求提高由 2026 年 1 月 8 日起，技術工人簽證及高潛力人才簽證申請人，須達到 B2 英語水平（原為 B1）。…
